If you don't want to navigate the Control panel in folders, we can customize it to view as List when you click move the cursor to the control panel on the start up list. You can do it in the following way:
1. Right click on start and click on properties.
2.Click on Start Menu Tab above and click on Customize
4. Choose the Option Display as Menu and click on Ok.
5. You can see the Control Panel as List in the Start Menu.
